A Resumption of Operations at the National Science Foundation web page has been published that outlines proposal preparation and submission, existing due date changes, revision of the implementation date for the new PAPPG guide (originally scheduled to become effective on 1/28/19) and more. NSF states this page will be updated as more information is finalized.
